The 'On the Line' fhg you linked to is an advanced preview of an upcoming Talia set, which is why the set cover hasn't landed on her MPL page yet...but it eventually will when the full res set is released.

They're new in the sense that none of the Collector's Cut photos were published as part of the original set release.
